I know how to approach women, but the problem is that every time I try to do so, I just can’t work up the nerve. My self-confidence is at an all-time low. I’ve only had 3 girlfriends since middle school, and I’m in my sophomore year of college now. Is there a way for me to get over this?

You had three girlfriends before, you can have another girlfriend now. Do not be nervous, just take a big breath and go for it.
Try taking it slow! You are in college so talk to some girls in your classes- ask about the assignments or ask if they’d like to study with you- keep it casual! The worst they can do is say NO! And then what? So what!! There are tons of girls out there- just remember that anyone who turns you down just doesn’t know what she is missing
You could try joining a group or club or even online dating. Yahoo’s personals are not very expensive and it gives you the option to talk on the computer before meeting in real life. good luck!
