She’s got straight black hair, but all she is pin her hair to her head with hairpins and let it fall flat to her shoulders — and this is on special occasions too! I don’t want to offend her, but I feel like she needs a Jenny Jones makeover or something.

If I was in your shoes, I poke fun but not offend her at the same time. Making her a little self conscious is not offencive
If she asks you for your opinion:
‘well er….’ Constructive criticism is something all girls welcome
‘well, I wasn’t going to say anything but I think you can do with a Jenny Jones makeover.’
‘I can’t say…’
‘honestly/truthfully/seriously?’
Unless the style means something important to her, you wouldn’t be hated or demeaned.
