It's a stage, you can't let them get away with too much, keep on with the time outs and let her learn there are consequences for things she does/doesn't do. Just keep reminding yourself that this too shall pass, chose your battles. Little ones are very good at standing their ground. You also have to learn how to let a couple of things go here and there and you should be fine. This WILL pass. This is exactly how mine was at that age.
